The Senior Enterprise Program Manager (PM) for our DOD C5ISR Customer shall provide management, direction, business operations support, quality control, and leadership of the execution of this TO. Candidates must possess an active Top Secret (TS) clearance and be Sensitive Compartmented Information (SCI) eligible.

The PM is required to provide overall leadership and guidance for all contractor personnel assigned to the TO including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance. The PM shall have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential TO and resource limitations issues. Responsible for the quality and efficiency of the contractor’s performance and shall assist the Government with all financial and business processes of the TO, excluding inherently Governmental functions.

 

Basic Qualifications

• Requires a BA/BS degree or equivalent experience and 15 or more years of prior relevant experience or Master’s with 13 or more years or prior relevant experience. Additional years of experience may be considered in lieu of degree.
  
• Must have successfully managed no less than one Commercial program of similar size, scope, and complexity with annual revenue of $150 million.
  
• Candidate must have Commercial Award Fee management experience which is critical to this leadership role.
  
• Candidate must have Commercial experience with the Federal Systems Integration and Management Center (FEDSIM).
  
• Candidate must have experience leading large contracts from a Commercial industry perspective.
  
• Must possess a current certification in at least one of the following at time of proposal submission and maintain the certification throughout the life of the TO: Project Management Institute (PMI) Project Management Professional or PMI Program Management Professional (PgMP) certification. Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3. Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  
• Must have a minimum of 10 years’ recent experience providing DoD program management similar in scope and complexity to this TO, including work in CONUS and OCONUS environments.
  
• Must possess a minimum of 5 years’ experience planning, directing, coordinating, and managing a project similar to this TO, including financial management, manpower utilization, procurement of Materials and Equipment, standards, problem resolution, and employee relations (including subcontractors, cost, budget, and managing to milestones).
  
• Must possess an active Top Secret (TS) clearance and be Sensitive Compartmented Information (SCI) eligible at the time of proposal submission.
  
• The PM shall be located within 50 miles radius from the FEDSIM COR location at GSA Headquarters in D.C. and work closely with the DoD TPOC, currently in Tampa, Florida; and shall be required to occasionally travel to CONUS and OCONUS locations.
  

Preferred Qualifications

• Master’s degree in a related business or technical discipline preferred.
  
• Experience planning, directing, coordinating, and managing a project similar in size, scope and complexity to this TO.
  
• Experience in managing strategic outreach efforts to external Government agencies, programs, and resources that can enhance the program similar to the size, scope, and complexity of this TO.
  
• Experience with broad DoD financial management reporting systems.
  
• 5 years experience with contract growth and bringing new funded task orders to IDIQs.

Pay Range: Pay Range $148,850.00 - $269,075.00
